Reflections on my year as CDP representative
by Jamie Samuel

This past year was my first as the Child Development representative on the Executive Board and on the bargaining team. I was optimistic and determined to get for my constituents the most possible, while also having to remain conscious of the larger picture on both local and state levels.

A continuation of a difficult situation that has gone on for years, this last year has at least brought some positive change. The problems within our Child Development Program are finally going to be addressed.

Funding remains the central problem. The majority of CDP funding comes from the state and the feds. We need to lobby more, to continuously emphasize the importance of preschool education.

A District task force was just formed as a result of bargaining. This group consists of CDP staff belonging to all bargaining units—UESF, UASF and SEIU 790. The task forcešs mission is to gain a clearer understanding of what the program is and how it is run; how it is funded and staffed; and how it can run more efficiently.

We still have concerns over calendar issues, particularly for paras; staffing and pre-'86 teacher salaries.

We must continue to work together through our union to address our issues and improve our terms and conditions of employment

For helping me to understand paraprofessionals’ issues and our need to bargain together, not one against the other, I thank Kathyrn Tobie. A dedicated child development paraprofessional at Teresa Mahler and union member, she has spent her career of approximately 29 years working to improve the child development program and ensure that paraprofessionals are treated fairly.

I also thank Nina Lawitt who co-chaired UESFs monthly meetings with me.
